As of November 21, 2013, cash and material donations by the Republic of China government, nongovernmental organizations, and other sectors of society to the Philippines in the wake of the Haiyan disaster reached NT$192 million, or approximately US$6.4 million. Super Typhoon Haiyan devastated the central Philippines November 8. Two days later, the ROC government announced that it would donate US$200,000 to the Philippines. It also urged all sectors of society to provide generous donations and assistance, and received a warm response from the Red Cross Society of the ROC and Buddhist Tzu Chi Foundation.

Since November 12, 18 shipments totaling 150 tons of relief supplies have been delivered to the Philippines on ROC air force C-130 Hercules cargo planes for distribution by the Philippine Department of Social Welfare and Development and local volunteers of ROC NGOs.

Minister without Portfolio Lin Junq-tzer traveled on one of the cargo planes November 21 to observe the transportation and distribution of the relief supplies in the Philippines. On November 19, Ambassador Raymond Wang of the Taipei Economic and Cultural Office (TECO) visited the hard-hit city of Tacloban and exchanged views on relief aid and reconstruction with Mayor Alfred Romualdez and related personnel. Philippine Cabinet Secretary Jose Rene Almendras openly commended the ROC, which was the first country to transport relief supplies to the Philippines on C-130 cargo planes. ‘)}
